#binancep2pantoan USDT CHEAPER THAN BANK USD BY 2%: WHERE IS VIETNAM’S CRYPTO MONEY FLOW GOING?
There’s a fairly strange signal that I think Vietnamese investors should pay attention to.
This morning, on Binance P2P, USDT was only around 25,821–25,824 VND, USDC about 25,872 VND, while USD being sold at Vietcombank was around 26,400 VND. A difference of over 2% is not simply “USDT being cheap.”
I lean toward the possibility that new demand for money is weak. Investors not only worry about the crypto market declining, but also feel cautious about a series of changes in taxes, regulations, and capital controls.
Vietnam has officially rolled out a pilot framework for the market of tokenized assets and requires activities to comply with anti–money laundering regulations. In particular, Decree 284/2026/NĐ-CP on penalties for the tokenized assets market will take effect from 01/09/2026.
Because of that, sentiment can easily turn into: “Wait until the law is clear, then put in money.”
If that’s right, the current issue isn’t that Vietnamese people lack money—it’s that there’s a lack of new capital with enough confidence to enter crypto.
This could be a short-term weakness, but it could also be the necessary step for the market to mature more.

🚨 USDT is cheaper than USD in Vietnam: Are liquidity providers fleeing?

I look at these 2 data points and see something unusual:

🇺🇸 USD/VND: 26,140đ
🪙 USDT P2P: only about 25,789–25,803đ
→ USDT is trading about 1.3% lower than the USD exchange rate.

This doesn’t mean USDT has lost its peg.

The more important question is: Who is agreeing to sell USDT at such a discount?

If this is just short-term supply–demand fluctuation, then there’s nothing to worry about.

But if the discount keeps widening, there’s a hypothesis worth watching:

> Market makers, OTC desks, and large liquidity providers are reducing their USDT/VND inventories before the crypto-asset market enters a tighter regulatory phase.

Vietnam already has Resolution 05/2025 piloting the crypto-asset market; this framework places trading activities and service provision into a licensing system, with AML and compliance requirements.

Even more notably, Decree 284/2026/NĐ-CP on administrative penalties for violations in the crypto-asset field will take effect from 1/9/2026.

And we are currently at 10/8 — only about 3 weeks left.

I haven’t concluded that “whales are fleeing.” The current data isn’t enough to prove it.

But if over the coming days:

USDT P2P continues trading at a discount → selling liquidity increases → spread widens → the USDT price doesn’t bounce back close to USD/VND,

then I would consider this a very noteworthy signal about fund flows and the behavior of liquidity providers ahead of the new regulations taking effect.

Maybe this isn’t weak USDT.
Maybe sellers are trying to get out of VND/USDT as fast as possible. 👀

CRYPTO TAXATION IN VIETNAM – INVESTORS SHOULD NOTE!
The market for crypto assets in Vietnam is entering a stage with clearer management. Under current regulations, individuals transferring crypto assets may be subject to a 0.1% tax on the transfer value for each transaction, instead of only being calculated on the profit portion. Activities of transferring and trading crypto assets currently fall under the category of not subject to VAT.

This means that traders should keep records of purchase/sale history, deposits/withdrawals, and transactions to proactively reconcile when needed. In particular, it is important to clearly distinguish transactions on licensed platforms/exchanges from P2P activities on international platforms, because the way tax obligations are fulfilled may differ.

💡 Clear taxation is also an important step for crypto to be recognized and develop more transparently in Vietnam.
