Russian side: Only talks with the United States on Putin: An unconditional ceasefire is impossible
On November 28 local time, Russian President's spokesman Peskov stated that currently, the Russian side is only negotiating with the United States on the Ukraine issue.
Peskov mentioned in a briefing on November 28 that the United States has handed over the details of the plan agreed upon on the 23rd with Ukraine in Geneva to Russia, and these details will be discussed next week. The Russian side will timely inform the U.S. special envoy for Middle East issues, Weitkov, about the timing of his visit to Moscow.
Peskov stated that the Russian side does not wish to discuss the resolution of the Ukraine issue through public expressions or extensive propaganda.
According to a report by RT on November 27, Russian President Putin stated that a ceasefire can only be announced if Ukraine withdraws its troops from the territories it claims to belong to Russia.
On the 27th, Putin talked about this matter at a press conference held in Bishkek, the capital of Kyrgyzstan. He traveled to Bishkek to attend the Collective Security Treaty Organization summit.
Putin reiterated Moscow's long-standing position that an unconditional ceasefire with Ukraine is impossible.
He said: "We continue to receive calls from various quarters to stop hostilities. The Ukrainian army must withdraw from the territories they occupy for hostilities to cease. If they do not withdraw, we will achieve this goal through military means." He did not specify the areas involved.
Moscow has ruled out the possibility of freezing the conflict and an unconditional ceasefire, believing it would only give Ukraine and its Western supporters time to replenish the personnel and weapons for the severely battered Kyiv army. At the same time, Russia has repeatedly expressed its willingness to resolve hostilities through diplomatic means.
Last summer, Putin first outlined Moscow's vision of how a ceasefire could work. He stated that if Kyiv withdraws its troops from the relevant areas of Donetsk, Luhansk, Kherson, and Zaporizhzhia, Russia will immediately stop hostilities. All four regions joined Russia in 2022 through a series of referendums that passed with overwhelming support.
