Bank of Canada sets stablecoin regulations for 2026.

Bank of Canada Governor Tiff Macklem announced on Tuesday that future Canadian stablecoins should be backed by high‑quality liquid assets and pegged one‑to‑one to the central bank currency.

The announcement follows the Liberal government’s statement in November that it will introduce regulations for stablecoins next year. Stablecoins are a form of cryptocurrency that can be converted into fiat currency at face value.

Macklem told the Montreal Board of Trade in his last public appearance of the year, “We want stablecoins to be good money, like banknotes or funds deposited in banks.”

He stressed that stablecoin issuers must fully disclose redemption terms, including timing and any applicable fees. High‑quality liquid assets typically include government‑backed securities such as treasury bills and government bonds.

He added, “The goal is to ensure Canadians can benefit from stablecoin innovation and do so safely.”

Looking ahead to 2026, Macklem said Canada will see more innovation in the financial system as the country upgrades its payments infrastructure. This includes implementing a “real‑time rail” system that enables instant settlements between consumers and businesses domestically and internationally.

The central bank also plans to work on implementing an open banking system, which will make it easier for consumers to compare banking options and switch between financial institutions.
