A drop in BTC Dominance alone

won’t make altcoins pump.You need BTC strength and dominance weakness at the same time.

If both BTC price and dominance fall together, you may only see a few alts move here and there, nothing major.

The ideal setup is simple:

BTC 📈 /💪 + BTC.D 📉 = Altcoins 📈📈

Many get too excited when BTC.D starts falling, that’s fine, but if BTC itself is dropping too, it’s mostly a waste of time.
