Settlement usually feels like the moment where the chain decides whether something should happen. Newton seems to treat settlement more like confirmation that a decision has already been made properly. The transaction is checked against policy, validated, and then supported by a signed pass or fail attestation before it reaches finality. I think that matters because activity on-chain is becoming more automated. In that kind of market, it is not enough for a transaction to execute. People may also want to know why it was allowed, what rules it followed, and whether that decision can be verified later. Newton has an interesting approach here, but it still has to prove that users will trust this model at scale.
