That's accurate, and details dropped today - Oct 15.$ZEREBRO $ARC $BSP
*What happened:*
ASIC (Australia's securities regulator) opened *Consultation Paper 392* today for its new digital-asset licensing regime under the *Corporations Amendment (Digital Assets Framework) Act*, which Parliament passed in April. It goes live *April 8-9, 2027*.
*The "trading against own users" ban:*
It's part of the proposed *trading standards*:
- *Restrictions on platforms trading on their own account* - platforms can't take the other side of client orders or trade against customers
- Also bans accepting benefits to favor particular tokens and adds *best-execution requirements*
- Target: conflict-of-interest, front-running, price skewing
It's not final yet - ASIC is seeking feedback by *Nov 27, 2026*, final guidance in *March 2027*.
*Other big pieces in same package:*
- *3 capital models*: one requires *A$14M (โผ$9.7M USD) net tangible assets or 10% of average revenue*, whichever greater, if no qualified third-party custody
- *Custody*: quarterly reporting of wallet structures/addresses holding customer assets, 7-year record retention. Offshore custody allowed but ASIC asking if Aussie operators should have *emergency private-key access* if overseas parent fails
- *140+ license applications* already filed under transitional relief
Existing operators must apply by *Oct 7, 2027* and can keep operating while ASIC reviews.
OKX Australia CEO called the standards "appropriately onerous" - will reward already-compliant players, squeeze those who haven't invested in custody/capital.
So yes, effective April 2027 exchanges will need to restructure order-matching to not trade as principal against retail, or face AFSL licensing penalties.
