South Korea is moving closer to fully regulating its digital asset industry, with authorities preparing to officially begin taxation on virtual assets starting January 1, 2027. The decision marks one of the country’s biggest regulatory shifts in the crypto sector after years of delays and political debate.
According to recent reports, South Korea’s National Tax Service (NTS) has already begun building the infrastructure needed to monitor and tax cryptocurrency transactions across major exchanges.
Under the proposed framework, profits earned from transferring or lending virtual assets will be classified as “other income” under the country’s Income Tax Act. Investors whose annual crypto gains exceed 2.5 million won (roughly $1,700–$1,900 USD) will face a combined 22% tax rate — consisting of a 20% national tax and a 2% local tax.
The rollout has been postponed multiple times since it was first introduced in 2020. Originally expected to begin in 2022, the tax implementation was delayed repeatedly due to concerns over market readiness, investor backlash, and the need for clearer regulations. The current target date of January 2027 is now being strongly supported by key lawmakers, including Democratic Party lawmaker Jin Sung-joon, who recently stated that further delays would be irresponsible.
To prepare for enforcement, the National Tax Service plans to collect transaction data from major domestic exchanges such as Upbit, Bithumb, Coinone, Korbit, and Gopax. Authorities are also reportedly developing an AI-powered virtual asset tracking system designed to improve monitoring and tax reporting efficiency.
The upcoming regulation is expected to impact over 13 million crypto investors in South Korea, making it one of the largest taxable digital asset markets in Asia. Analysts believe the move could increase transparency and strengthen institutional confidence in the country’s crypto ecosystem, though critics warn it may also encourage some traders to move funds to foreign exchanges or decentralized platforms.
If implemented as planned, the first official crypto tax filings in South Korea are expected to take place in May 2028 for profits earned during the 2027 tax year.
