Iranian Foreign Minister Aragchi disclosed that before the US and Iranian negotiating delegations left the talks, the US agreed on multiple concessions:
rolling out a $300 billion Iranian reconstruction plan, exempting sanctions on Iranian oil and petrochemical exports, lifting the naval blockade, and unfreezing some of Iran’s partially frozen assets. The parties agreed to finalize the final agreement within 60 days.

Iran proposed the conditions for the agreement to take effect: Israel must completely withdraw from southern Lebanon before the agreement enters into force, all parties must immediately cease hostilities, and the Lebanon conflict coordination mechanism is the first major test for the implementation of the deal.

Israel clearly refused to withdraw troops and failed to cooperate with that coordination mechanism, violating relevant provisions in the memorandum of understanding. Even before this 60-day negotiation roadmap was launched, talks stalled.
