H.R. 8957, the American Reserve Modernization Act, advanced through the House Financial Services Committee on September 16 in a 28โ21 vote.
The bill would establish a Strategic Bitcoin Reserve under Treasury custody, primarily using Bitcoin already held by the federal government through forfeitures.
It would also:
โข Require reserve BTC to be held for 20 years, restricting sales or disposal
โข Require Treasury to study budget neutral ways to acquire additional Bitcoin without new taxes or borrowing
โข Introduce greater transparency, including proof of reserves reporting
Important: this is not yet US law. The bill still has to move through the legislative process.
If enacted, it would represent a significant change in how the US government treats Bitcoin as a strategic asset.
