The directive requests the Board of Governors of the Federal Reserve System to complete the rules outlined in Section 3 of the order. It also requests a comprehensive evaluation of the legal, regulatory, and policy framework governing access to Reserve Bank payment accounts and payment services.
The evaluation covers uninsured depository institutions, non-bank financial companies, digital asset firms, and those functioning as direct participants in real-time payment networks. The Federal Reserve Board must submit a full report to the President within 120 days.

In a new tweet, Kucuker wrote, “The charts are screaming breakout.” He set a target of $17 for the digital asset, calling it a “destination for this cycle.”
The chart outlines a multi-year structure that tracks XRP’s price action from 2017 through a projected move into 2027. XRP traded near $1.46 at the time of his analysis. Kucuker’s projection places the asset on a path toward $17.53 if the breakout structure completes.

👉Long-Term Trendline Remains Intact
The chart highlights two major trendlines. A rising support line extends from 2020’s XRP lows through its recent consolidation phase. A descending resistance line from the 2018 peak intersects with current price action near the $1.20 to $1.30 range. Both trendlines form a pattern similar to a symmetrical triangle.
The chart shows that XRP broke out of this formation in late 2024. Shortly after the U.S. Presidential election, XRP surged by over 500%, crossing $3 for the first time since 2018. This move placed it above the upper trendline, and it has maintained that position.
XRP is now retesting the upper trendline, and patterns like this often signal massive breakouts as old resistance levels become support. XRP traded within that pattern for over six years, and a breakout after such a long base could be historic.
👉Will XRP Surpass Ethereum?
Kucuker also wrote that XRP is “coming for Ethereum’s throne.” The statement added another layer to the discussion surrounding XRP’s market position during the current cycle. Analysts have predicted for years that XRP can flip $ETH . Rising to $17 would put XRP’s market cap at over $1 trillion, more than 4x ETH’s $259 billion.
Ethereum remains the second-largest cryptocurrency by market capitalization, though XRP supporters have increasingly pointed to XRP’s strength and expanding institutional visibility.

$XRP Millions of XRP holders carry a false sense of security. They open an app, see a balance, and believe they own it. According to crypto educator BullRunners (@BullRunnersHQ), that assumption is legally wrong.
He stated, “If you think you own your XRP because you can see it on an app screen on your phone, you don’t.” When you deposit crypto on an exchange, the exchange takes legal ownership. The terms and conditions you accept at account creation confirm this. What you hold is a claim, an IOU. When exchanges fail, that IOU becomes worthless.

👉The Legal Reality of Bankruptcy
Bankruptcy law does not favor retail crypto holders. Secured creditors get paid first. Customers come last, and only if funds remain after everyone else collects. FTX customers experienced this directly. Sam Bankman-Fried used customer deposits to fund Alameda Research and outside investments.
When Alameda collapsed, $8 billion in customer funds vanished. Those customers entered Chapter 11 as unsecured creditors. As of May 2026, many are still waiting for partial recovery in fiat at November 2022 prices. Mt. Gox, Celsius, Voyager, and BlockFi all follow the same pattern.
👉Four Ways Exchanges Fail
BullRunners identified four distinct failure models. The first is hacks. Exchanges hold billions in centralized hot wallets. Coincheck lost $530 million in 2018. Bitfinex lost $120 million in 2016. The second failure model is the misuse of customer funds, as seen with FTX.
The third is account freezes. Coinbase and Binance have locked users out for compliance reviews or without explanation. The fourth is government seizure. In 2022, Canadian authorities ordered exchanges to freeze accounts linked to donations to trucker protest without charges or a trial. All four failure models produce the same outcome, leaving customers without access to funds and a recovery process that could take years.
👉What Institutions Do Differently
Institutions never leave long-term holdings on exchanges. They deposit, trade, and withdraw the same day. Long-term storage is to self-custody through hardware wallets, multi-signature setups, and geographically distributed cold storage.
For holdings above $50,000, BullRunners recommends hardware wallets as mandatory. Above $250,000, multi-signature wallets become necessary. Multi-sig requires multiple keys across multiple locations to authorise any transaction, so losing one key does not cost you everything.
👉The Exchange Balance Rule
BullRunners urged investors not to keep more tokens than they are willing to lose on an exchange. Exchanges serve a purpose for buying, selling, and converting to fiat. They are not savings accounts. Buy XRP, move it to self-custody immediately, and only return it to an exchange when you need to trade or withdraw fiat.

$XRP Australia’s central bank completed something most financial institutions are still theorizing about. The Reserve Bank of Australia (RBA), along with the Digital Finance CRC (DFCRC), published its May 2026 final report on Project Acacia.
This is a hands-on research program that issued a real pilot wholesale CBDC (wCBDC) and used it to settle live trades of tokenised assets across multiple blockchain networks. Crypto researcher SMQKE (@SMQKEDQG) shared the details, noting that both XRP Ledger and Hedera made the cut.

👉Project Acacia
Project Acacia ran pilot use cases across a range of public and private distributed ledger technology (DLT) platforms. These included Canvas Connect, Ethereum, Hedera, Redbelly Network, and XRP Ledger. Participants ranged from domestic and international banks to fintechs, custodians, fund managers, exchanges, and stablecoin issuers.
The wCBDC issued for the project represented a real legal claim on the RBA. It was denominated in Australian dollars and redeemable at par at the project’s conclusion. The asset classes tested were extensive. Government bonds, corporate bonds, private credit, asset-backed securities, repos, carbon credits, and mining royalties all featured across the various use cases.
👉XRP Ledger: End-to-End Bond Settlement
Zerocap piloted the complete lifecycle of an Australian Government bond tokenized as a digital twin on a public-permissioned network. The use case covered primary issuance, secondary trading, redemption, a central limit order book, and an automated market maker, with settlement in RLUSD stablecoin.
The DLT network used was the XRP Ledger. Notably, the European Central Bank has previously explored XRP for a wCBDC pilot, and this move by the RBA is another major step in cementing XRP’s place in global finance.
👉Hedera: Token Interchange at Scale
Australian Payments Plus (AP+) piloted an interchange service on a public network that facilitated the exchange of different forms of privately issued tokenized money, including stablecoins and deposit tokens, using rules captured in a smart contract.
The DLT networks used were public-permissioned Hedera and private-permissioned Hedera HashSphere. A digital twin of wCBDC served as the interchange asset on the public network while the underlying wCBDC resided on a private network.
👉What This Means for XRP
XRP Ledger just processed a full government bond lifecycle with JPMorgan custody, using RLUSD as the settlement asset in a central bank research program. The network demonstrated it can handle the compliance requirements, asset structures, and settlement finality that wholesale markets demand.
XRP’s participation in a formally documented RBA program puts the network’s institutional credentials on record. SMQKE noted that “public ISO 20022-compliant blockchains just passed a central-bank test in Australia’s wholesale markets.” The official report speaks for itself.
