This was stated by the Inspector General of the Bundeswehr, Carsten Breuer, at the Asian security summit "Shangri-La Dialogue":
My own analysis and the opinions of international experts converge on the fact that by 2029, Russia will be capable of attacking NATO territory. Therefore, by that deadline, we need to be as prepared as possible. I'm not saying that an attack is inevitable, but from a military standpoint and assuming the worst-case scenario, we must be ready. The German defense ministry has marked 2029 with a red line. This doesn't mean everything will end then. It simply means we need to know exactly what resources we will have at that time. Because the threat is quite real! We also need to know how we can manage without what we won't have.
