If Iran appears strong today, many believe that the mastermind behind this strategy is Mohammad Bagheri.

He reorganized the country by dividing Iran into 31 provinces and building a network of tunnels in each province while distributing weapons and military resources there. Each provincial command was also given a certain level of authority.

According to this strategy, if war were imposed on Iran and even if the Ali Khamenei (the Supreme Leader) were killed, provincial commanders should not wait for new orders. Instead, they should continue fighting and defending their areas until a new Supreme Leader is officially announced.

This system was designed so that even if the central leadership were disrupted, the country’s defense would continue operating through decentralized commands across the provinces.

Because of this structure, the defense system would remain active and resistance could continue even in the most extreme situations.
